WHF/WHFF Partner Series: GAO's Review of the Federal Reserve's Emergency Lending Facilities

In response to Congressional mandates in the CARES Act, the U.S. Government Accountability Office (GAO) is reviewing the Federal Reserve’s Emergency Lending Programs. Congress made up to $454 billion available for these programs and the Fed worked with Treasury to establish 9 programs that are supported by CARES Act funds. These programs included credit, loan, and liquidity facilities and were established to ensure the flow of credit to various parts of the economy affected by the COVID-19 pandemic, including the flow of credit to employers, consumers, small and medium-sized businesses, state and local governments, and nonprofit organizations. The GAO speakers will discuss the findings in their December 2020 report, https://www.gao.gov/products/gao-21-180, and provide updates from their ongoing oversight, including information on a few other facilities not supported through CARES Act funds.

Speaker Bios: 

Tarek Mahmassani serves as an Assistant Director in GAO’s Financial Markets and Community Investment Team. Throughout his career at GAO, Tarek has worked on reviews covering key issues related to housing finance, small business programs, and various aspects of the financial markets. Tarek also serves on the Team’s emerging risks monitoring group, which monitors key and emerging risks in the financial markets and related regulatory oversight. Tarek holds a Master of Public Policy degree with a concentration in Public Finance from the University of Chicago and a Bachelor of Arts degree in Political Science from Wichita State University.

K.F. Lee is a Senior Analyst in GAO’s Financial Markets and Community Investment Team. His work has focused on the financial markets issue area, including work related to the Dodd-Frank Act and CARES Act. K.F. holds a JD from Florida State University and an MS in finance and a BBA in accounting from Texas A&M University.

Matthew Levie is a Senior Analyst at GAO and has worked on issues such as federally insured reverse mortgages and tax treatment of nonprofit hospitals. He holds a master’s degree in public administration with a concentration in financial crime prevention from the Middlebury Institute of International Studies.

Jesse Mitchell is Analyst in GAO’s Financial Markets and Community Investment Team. His previous work at GAO includes reporting on international prescription drug pricing and taxation for gig economy workers. Jesse holds an MA from Georgetown University’s Walsh School of Foreign Service.
