Speaker Bios

Leah Dempsey is the Vice President and Senior Counsel, Federal Advocacy for the Association of Credit and Collection Professionals.  Leah was honored by WHF as one of the “40 under 40” in 2019. Dempsey joined the ACA International team in Washington, D.C. in May 2018. Dempsey previously served as the senior director of advocacy and counsel for the Credit Union National Association, where she led their Consumer Protection Advocacy Team. She started her career at the National Republican Senatorial Committee and served as ACA International’s legislative counsel during the creation of the CFPB. In this position and in previous roles at other financial services trade associations, Dempsey successfully led advocacy efforts surrounding numerous CFPB rules and related congressional initiatives. Dempsey earned her bachelor’s degree at the University of Delaware and her law degree at the University of Baltimore.

Jillian C. Kirn focuses her practice on complex environmental and energy litigation, regulatory compliance counseling, and resolution of environmental liabilities identified in the course of transactions. She has wide-ranging experience representing clients in litigation in state and federal courts and works on behalf of developers and corporations in connection with the acquisition, sale, and financing of contaminated real estate, including environmental liability transfers. Prior to joining the firm, Jillian handled air, waste, and toxics enforcement matters in the U.S. Environmental Protection Agency’s Office of Regional Counsel in Seattle, Washington.
