Speaker Bios

Melissa Puccinelli is a Senior Analyst for Non-Depository Supervision with the Conference of State Bank Supervisors.  At CSBS, she has analyzed federal and state bank policy for the Nationwide Multistate Licensing System.  She also has researched different state specific reporting requirements and presented research findings to various stakeholders on a variety of topics, including money transmitters.  Melissa graduated from Randolph-Macon.

Matthew Bornfreund, an associate in Venable's Regulatory Practice in the Washington, DC office, advises banks and non-banks in the financial services industry. He advises banks, thrifts, credit unions, and their holding companies on all aspects of their regulation and supervision. Matthew also advises payments companies and commercial clients engaged in money transmission or payment facilitation (PayFac) with regard to state and federal compliance, including anti-money-laundering laws, licensing, and consumer compliance. He also advises on issues and risks associated with a range of fintech activities, including acting as a bank service company, using artificial intelligence in consumer financial services, and issuing or exchanging virtual and cryptocurrency. Before entering private practice, Matthew was an attorney in the Legal Division at the Federal Reserve Board.

Magda Gathani is an Associate in the Washington, D.C., office of Buckley LLP, where she assists clients in a wide range of regulatory, compliance, and licensing matters. Prior to joining Buckley, Ms. Gathani was an Associate at a financial services law firm, where she assisted financial institutions and fintech companies, including money transmitters, prepaid card issuers and online marketplace providers, in addressing regulatory and contractual matters. Ms. Gathani received her J.D. in 2016 from The George Washington University, where she served as the Current Developments and Projects Editor of the International Law in Domestic Courts Journal. She earned her B.A. in 2011 from the University of California, Berkeley.
