The speakers will discuss the condition and demographics of the current federal savings association industry segment and developments since Dodd-Frank.  The speakers will discuss a significant development that may impact the business of federal savings associations as their management teams consider whether to elect to become covered savings associations as permitted by the Economic Growth, Regulatory Relief, and Consumer Protection Act.

Speaker Bios

Charlotte Bahin supports the Deputy Comptroller for Thrift Supervision in matters related to the oversight of federal savings associations and the integration of OCC and former Office of Thrift Supervision (OTS) rules and guidance. She assumed these responsibilities in September 2015.  Prior to this role, Ms. Bahin served as Analyst for the Deputy Comptroller for Thrift Supervision and Deputy Comptroller for Special Supervision at the OCC. She previously served as Senior Counsel in the Legislative and Regulatory Activities unit within the OCC’s Office of the Chief Counsel.  Ms. Bahin joined the OCC in 2011 from the OTS where she served as a Senior Counsel and Deputy to the Acting Director for FDIC matters.  She has worked as a bank regulatory partner in a law firm and managed the regulatory affairs group at a national trade organization that represented community banks & thrifts.

Rebecca Laird has been a long-time financial services lawyer at K&L Gates.  Prior to joining the firm, Ms. Laird was General Counsel of the National Council of Savings Institutions, which represented over 600 savings banks and thrift institutions.  Ms. Laird also served in the Office of General Counsel of the Federal Home Loan Bank Board where she had the position of Senior Associate General Counsel for Legislative and Regulatory Affairs. Ms. Laird is a prior Chairman of the Savings Institutions Law Committee of the Federal Bar Association.  She was formerly Vice Chairman of the Banking Law Committee of the ABA Administrative Law Section.
