Program Description: Congress is on the cusp of creating a new Consumer Financial Protection Bureau (or Agency) that will have sweeping authority to regulate financial products and services. The speakers will discuss the implications of this new regulatory body and how it will change the regulatory landscape.
Speaker Bio: Mr.Lynyak focuses his practice on the regulation and operation of financial service intermediaries. Mr. Lynyak's practice includes the representation of foreign and domestic banks, savings associations, holding companies, mortgage banking companies and their subsidiaries and affiliates. He provides financial intermediaries advice in the areas of strategic planning, application and licensing, legislative strategy, commercial and consumer lending, examination, supervision and enforcement and general corporate matters.
Mr. Lynyak's regulatory practice experience includes the sophisticated interrelating of numerous federal and state statutes and regulations, including the National Bank Act, the Home Owners' Loan Act, the Gramm-Leach-Bliley Act, the Sarbanes-Oxley Act, the Federal Bank and Savings and Loan Holding Company Acts and similar laws and regulations. He also offers comprehensive understanding of all aspects of the mortgage industry and has represented both of the mortgage government sponsored enterprises, as well as several of the Federal Home Loan Banks for over a decade.
Mr. Lynyak is a nationally recognized leader in the area of fair lending, and also participates on a regular basis in defending class action lawsuits filed against financial intermediaries.
Mr. Lynyak is resident in both the Los Angeles and Washington, D.C. offices of the Firm and represents clients before federal and state regulatory agencies such as the Federal Reserve Board, the OCC, the FDIC, the OTS, the SEC, the FTC and the California and New York Banking Departments on a complete range of issues related to the operation and regulation of financial services.
Clients benefit from Mr. Lynyak's extensive knowledge of the special state and federal statutory and regulatory requirements that apply to regulated financial intermediaries. This includes retail lending, privacy, identity theft, consumer compliance, application and underwriting, payments systems, Internet, electronic commerce, examination, supervision and enforcement, operational and strategic planning matters.
Mr. Markison is Senior Director and Regulatory Counsel at the Mortgage Bankers Association and is a frequent speaker on a range of mortgage lending issues. Mr. Markison joined MBA in July 2004 following a 33-year year career in the Office of General Counsel at the U.S. Department of Housing and Urban Development. At the time of his retirement, he was serving as HUD’s Assistant General Counsel for Government Sponsored Enterprises/Real Estate Settlement Procedures Act. Mr. Markison received his undergraduate and law degrees from The George Washington University.
Mr.Stevens serves as the Senior Vice President for Regulatory Policy at the Conference of State Bank Supervisors (CSBS). In this capacity, Mr.Stevens represents the state banking system in the development of federal regulatory policy in the areas of consumer protection and safety and soundness. He is also responsible for any issues related to the coordination and cooperation between state and federal regulators. Mr.Stevens serves as the staff director for the Regulatory Committee, State Federal Working Group, and the FFIEC’s State Liaison Committee. Prior to this assignment, Mr.Stevens worked in all facets of CSBS’s Professional Development Division. He is a frequent instructor and speaker on bank examination, bank financial analysis and regulatory issues. Mr.Stevens serves on the faculty of the Graduate School of Banking at Colorado, the Texas Tech Bank School and the Graduate School of Bank Investments and Financial Management. Prior to joining CSBS in 1999, Mr.Stevens was a bank examiner for the Iowa Division of Banking for 11 years. Mr.Stevens is a graduate of the University of Nebraska at Omaha. He lives in Ashburn, Virginia with his wife, Becki, and two children.
