Speaker: Dan Sullivan, Director of Policy Division & Joyce Allen, Director FHA Multifamily Policy
Program Description: Deputy Assistant Secretary Carol Galante announced changes to the FHA underwriting guidelines at the MBAA CREF conference on February 2nd. These changes would tighten existing multifamily underwriting standards and serve to protect the FHA fund. Mr. Sullivan and Ms. Allen will discuss the announced changes, present an overview of FHA multifamily policy directions, and take questions.
Speaker Bio: Dan is currently Director of Policy for FHA’s Office of Multifamily Housing Development. He was the Chief FHA Underwriter for Reilly Mortgage/Wells Fargo Multifamily Capital from November 2002 to October 2009. Previously, he was a Senior Policy Analyst in HUD Headquarters for the Mark-to-Market, and Preservation programs. Dan started his federal career as Multifamily Housing Representative in the Seattle HUD Office after college and serving in the US Navy.
Joyce is Director of the Office of Multifamily Housing Development, which provides direction and oversight for FHA mortgage insurance loan origination, including the implementation of the Multifamily Accelerated Processing Program, commonly referred to as MAP. Joyce has held this position since January 2008. Prior to her current position, Joyce worked for the USDA Rural Development Multifamily Housing Program in Washington DC since 1997. She served as Deputy Director of the Section 538 Guaranteed Rural Rental Housing Program, which provides loan guarantees for the development and preservation of low to moderate income multifamily properties in rural America.
